Calls on the signatory States to interpret Article 2(2) of the Schengen Convention in a way that is genuinely consistent with its meaning and rationale, and in particular (in cases where it is strictly necessary to apply that provision on public policy or national security grounds) calls on the signatory States to confine themselves to carrying out 'national border controls' and not to indiscriminately prevent people from crossing their national borders;
