Finally, at the Council meeting on 23 and 24 May 2005, to be attended by the Foreign Ministers and by the Development Cooperation Ministers, the Presidency intends to submit a document giving an initial progress report on the implementation of the EU Action Plan dated 31 January 2005 on the basis of the 17 points identified in the Action Plan, including a report on the documents submitted by the Commission and by the Secretary-General/High Representative to the GAERC on 25 April 2005.
