(b) without prejudice to point (a), if it appears in the course of the budgetary procedure that completion of the procedure might require agreement on setting a new rate of increase for non-compulsory expenditure to apply to payment appropriations and/or a new rate to apply to commitment appropriations (the latter rate may be at a different level from the former), the institutions will endeavour to secure an agreement between the two arms of the budgetary authority by the conciliation procedure provided for in Annex II. //
b) sans préjudice du point a), lorsqu'il apparaît, au cours de la procédure budgétaire, que son achèvement pourrait nécessiter la fixation, d'un commun accord, pour l'augmentation des dépenses non obligatoires, d'un nouveau taux applicable aux crédits pour paiements et/ou d'un nouveau taux applicable aux crédits pour engagements - ce second taux pouvant être fixé à un niveau différent du premier - les institutions s'efforcent de dégager un accord entre les deux branches de l'autorité budgétaire à l'occasion de la concertation prévue à l'annexe II. //
