My first comment would be that under the present bill the inclusion of clause 4 of the proposed act, which stipulates that the Governor in Council may make an order with respect to remote sensing space systems operated by Canada's Department of National Defence or the Canadian Space Agency, is one that is novel, but I believe it is an important one because certain scientific or experimental remote sensing satellite systems need not necessarily be submitted to as much stringency, let me say, as ...[+++]

Ma première observation est que l'inclusion de l'article 4 qui porte que le gouverneur en conseil peut prendre un décret à l'égard d'un système de télédétection spatiale exploité par le ministère de la Défense nationale ou par l'Agence nationale canadienne est un changement important selon moi étant donné que certains systèmes scientifiques ou expérimentaux de télédétection par satellite ne devraient pas être nécessairement soumis à des conditions aussi strictes que certains systèmes commerciaux.
