Full harmonisation of the proportion of allowances issued free of charge to all aircraft operators participating in the Community scheme is appropriate in order to ensure a level playing field for aircraft operators, given that each aircraft operator will be regulated by a single Member State in respect of all their operations to, from and within the EU and by the non-discrimination provisions of bilateral air service agreements with third countries.
Il convient d’harmoniser intégralement la proportion de quotas alloués à titre gratuit à l’ensemble des exploitants d’aéronefs participant au système communautaire afin de mettre tous les exploitants d’aéronefs sur un pied d’égalité. En effet, chaque exploitant d’aéronef sera soumis à la réglementation d’un seul État membre pour ce qui est de l’ensemble de ses activités à destination, au départ et à l’intérieur de l’Union européenne, ainsi qu’aux dispositions antidiscriminatoires figurant dans les accords bilatéraux de services aériens conclus avec les pays tiers.
