The International Trade Administration, within the American department of trade, was given the task of proving this presumption but, in the meantime, they would impose a 27-per-cent tax, corresponding to what was called countervailing duties, to correct by means of a tariff the unfair advantage held by the Canadian industry, but also, and this was new, certain Canadian companies were accused of dumping, of selling at a price lower than the cost of production, and so the 27-per-cent tax corresponded not only to a countervailing duty but also an antidumping duty.
