Is deeply concerned at the spread of armed conflicts, notably those in Ukraine, Syria, Iraq, Libya and Yemen as well as all international conflicts, which, in an increasingly globalised world, are a threat to world stability and security and have determined a less stable and less secure neighbourhood for the EU; notes that arms transfers to states in conflict may have contributed to these conflicts;
