It will aim, on the one hand, to identify where European policies and instruments can play a preventive role against violent radicalisation and, on the other hand, examine how best to protect the fundamental rights and freedoms enshrined in the European Constitutional Treaty from those - who ever they may be - who would attempt attack them through violence and terror.
