At the same time, we should not be under any illusions about the apparent retention of parity in France and Germany’s votes in the Council: this is a trick of the light, because the new “demographic net” rule – the creation of a blocking minority representing 38% of the population – will automatically favour Germany, which alone will hold almost half of this minority following enlargement to 27 members.
Parallèlement, le maintien apparent de la parité des voix de la France et de l’Allemagne au Conseil ne doit pas faire illusion : c’est un effet d’optique, car la nouvelle règle du "filet démographique" (institution d’une minorité de blocage représentant 38 % des populations) va mécaniquement avantager l’Allemagne, qui, à elle seule, détiendra près de la moitié de cette minorité après un élargissement à 27 membres.
