Stresses that the EU's democracy-building efforts should more systematically include a special focus on the role of elected representatives and political parties, an independent judiciary and the media and on the strengthening of women's participation in political and public life; underlines, further, the importance of supporting political foundations, non-governmental organisations and academic institutions;

4. Representatives of the social partners at European level which are already active in the work of Community institutions, and international organisations active in the training field, may, where appropriate, be invited to participate in the work of the Foundation.

In pursuing its functions, the foundation is to collaborate with other relevant EU bodies, in particular with the European Centre for the Development of Vocational Training (Cedefop), as well as with representatives of European social partners and relevant international organisations where appropriate.
