While the Community and national authorities act with such a lack of determination and coordination in addressing a crime of this magnitude, countless cases have come to light, in which, under discretionary powers granted in the cause of recovering Community funds, the authorities have hounded honest farmers to return money, without any substantive justification and for procedural reasons that are not always genuine, and this has often left the farmers in a state of poverty.
Si les autorités communautaires et nationales affichent un tel manque de détermination et de coordination dans la lutte contre un délit de cette ampleur, il y a aussi d’innombrables cas où, grâce aux pouvoirs discrétionnaires octroyés à la cause du recouvrement des fonds communautaires, les autorités ont obligé d’honnêtes agriculteurs à rembourser des sommes perçues, sans justification valable et pour des raisons de procédures pas toujours véridiques, ce qui a souvent réduit les personnes concernés à la pauvreté.
