First of all, we'd like to recognize publicly the Speech from the Throne and the Prime Minister's response to the Speech from the Throne, where both the Governor General and the Prime Minister have recognized the need for a new long-term, five-year national infrastructure program and, in our view, in so doing, have recognized the important connection between productivity, competitiveness, health and safe communities, and a strong environment.
