An initial attempt to respond to the weaknesses and shortcomings of the current evaluation mechanism, which is purely intergovernmental in nature and was established by Decision of the Executive Committee of 16 September 1998 setting up a Standing Committee on the evaluation and implementation of Schengen (SCH/ Com-ex (98) 26 def.), was made in March 2009, when the Commission put forward two proposals (one for the former first pillar and one for the former third pillar) designed to replace the evaluation mechanism.
Une première tentative a été faite pour remédier aux faiblesses et aux lacunes montrées par l'actuel mécanisme d'évaluation, qui est de nature purement intergouvernementale et a été mis en place conformément à la décision du Comité exécutif du 16 septembre 1998 concernant la création d'une commission permanente d'évaluation et d'application de Schengen (décision SCH/Com-ex (98) 26 déf.), avec la présentation, en mars 2009, de deux propositions par la Commission européenne (une au titre de l'ancien premier pilier et l'autre au titre de l'ancien troisième pilier), en vue de remplacer le mécanisme d'évaluation.
