1. Following this, the meeting held yesterday with representatives of the other interested parties - broadcasters, satellite operators and equipment manufacturers - ended with a joint declaration by all participants as follows : "The organisations, listed in annex, including many of the major players having an interest in the development of the market for advanced television services by satellite and cable in Europe. - met in Brussels at the invitation of the European Commission on 23 April 1992, - received from the Commission a report on the progress of the Council Directive on standards for satellite television broadcasting, - discussed the draft of a Memorandum of Understanding for the promotion and the introduction of advanced television s ...[+++]ervices on the basis of the policy established in the Council Directive but recognized that it was not yet in the form suitable for signature by all parties, and therefore - decided to continue the work on the text of the M.O.U. according to the approach agreed in the meeting, - declared their firm intention to contribute to the elaboration and implementation of Community measures to accelerate the development of advanced television services in Europe and in this context look forward to the early adoption of a Council Decision which will allow them to bring their plans to fruition, - decided to proceed to the early establishment of a working party in order to advise the Commission on the draft of the M.O.U. and on the elaboration and implementation of a Council Decision.

In the light of its competencies and in the framework of close cooperation with its Member States, the Community therefore intends to elaborate a Community Strategy for the integration of conservation and sustainable use of biological diversity into the policies of the Community, complementary to the strategies, programmes and action plans of the Member States. 14. The Council reaffirms the importance it attaches to the elaboration by all Parties of strategies, programmes and action plans for the conservation and sustainable use of biological diversity.

CONVENTION ON THE ELABORATION OF A EUROPEAN PHARMACOPOEIA The Council noted there was substantive agreement on the draft Decision accepting, on behalf of the European Economic Community, the Convention on the elaboration of a European Pharmacopoeia.
