1. During the European Parliament's debate on the proposal for a Directive (see IP/95/1389 and MEMO/96/2), Mr Monti announced that the Commission could accept all the amendments aiming to ensure ethical issues are taken into account and to clarify, to this end, the text of the proposed Directive.

To this end the text identifies two categories of transport operation deemed to have no significant impact on international competition and which may be carried out, subject to certain conditions, by vehicles with dimensions deviating from those laid down for domestic transport.
