Regards a framework directive on safe infrastructure management as a useful tool for implementing an integrated approach to road safety; considers that such a directive should establish which operational procedures are required at the design, construction and operational stages of new and existing roads to ensure that they meet all safety standards, encourage national programmes to find solutions for road sections which present a high risk of accidents, in particular by doing away with le ...[+++]vel crossings, and contribute to setting up expert networks enabling "best in Europe" approaches to safe road design and management; stresses that the Member States should systematically take account of the safety of all drivers (of motorcycles, bicycles, heavy vehicles, etc.) and of accident prevention when designing and building roads;

At the same time, if you will allow me, Mr President, I would also like to congratulate the Vice-President on behalf of my group, since if one thing characterises the work over these years, it is reflected in this report: it has been a challenge which stems from the problems relating to accidents off European coasts and a challenge from the public, and it is work which has resulted in the creation of various safety agencies (at the moment we are witnessing the creation of the Maritime ...[+++] Safety Agency) and furthermore it is a shared challenge, supported by the parliamentary committee.

In addition to the opinion on the Commission's three maritime safety bills (rapporteur: Mr Retureau, Workers' Group, France), the Section will adopt opinions on road safety (rapporteur: Mr Ghigonis, Employers' Group, France) and on the safety of bulk carriers (rapporteur: Ms Bredima-Savopoulou, Employers' Group, Greece).
