The analogy to what happened with the budget bill, especially Bill C-38, with 70-odd pieces of legislation incorporated into a much broader bill, what we called an omnibus bill at the time, is part of the same fabric, the same problem, which is a lack of concern for parliamentary scrutiny.
La comparaison avec les projets de loi d'exécution du budget, notamment le C-38, — un projet de loi qui à lui seul prévoyait la modification de 70 lois et que nous avions alors qualifié de projet de loi omnibus —, montre que tout cela s'inscrit dans la même veine. C'est le même problème, en l'occurrence une forme d'indifférence à l'égard de l'examen du Parlement.
