In all of the governmental organizations I have been involved with, and they are in the hundreds, the role of commissioner has never fulfilled its promise: if it was transparent, people were unhappy because they said it was too out in the open, and if he was not, he was accused of favoritism, and because he had the power to sanction, he was not consulted, and so on.
