Goods entering the customs territory of the Community shall be presented to customs by the person who brings them into that territory or, if appropriate, by the person who assumes responsibility for carriage of the goods following such entry, with the exception of goods carried on means of transport only passing through the territorial waters or the airspace of the customs territory of the Community without a stop within this territory.
Les marchandises qui entrent sur le territoire douanier de la Communauté sont présentées en douane par la personne qui les a introduites sur ce territoire ou, le cas échéant, par la personne qui prend en charge le transport des marchandises après que cette introduction a eu lieu, sauf dans le cas de marchandises acheminées par des moyens de transport qui ne font que transiter, sans interruption, par les eaux territoriales ou l'espace aérien du territoire douanier de la Communauté.
