In order to achieve the aim of this Regulation in a proportionate way without imposing any unnecessary burden on other ports, this Regulation should apply to the ports of the trans-European transport network, each of which playing a significant role for the European transport system either because it handles more than 0.1% of the total EU freight or the total number of passengers or because it improves the regional accessibility of island or peripheral areas ...[+++], without prejudice, however, to the possibility of Member States deciding to apply this Regulation to other ports as well.

The implementation and further development of the 'Single European Sky' will be supported with research and innovation activities providing solutions for increased automation and autonomy in air traffic management and aircraft operation and control, better integration of air and ground components, and novel solutions for the efficient and seamless handling of passengers and freight throughout the transport system.

Urges the Commission, together with the Member States, to locate any structural or procedural flaws in the national complaint-handling services and eliminate them, and to ensure that the legislation is implemented in conjunction with the planned EU measures in the area of alternative dispute resolution (ADR), and that there is an effective collective redress mechanism to ensure that passengers can exercise their rights to an affordable, expedient and accessible Europe-wide system, with the proviso that the parties to a dispute must continue to have the option of appealing to the courts; urges the Member States, with the support of the C ...[+++]ommission, to set up and develop well-regulated mediation instruments for dealing with conflicts between passengers and service providers, for all transport modes managed by enforcement bodies and other independent bodies;

Mr. James Moore (Port Moody Coquitlam Port Coquitlam, Canadian Alliance): Mr. Speaker, the regulations that existed before the passing of Bill C-34, amendments to the Canada Transportation Act in June 2000, required grain handling firms and rail carriers to provide information to the Minister of Transport to collect sufficient information necessary for the monitoring of the grain handling and transportation system.

In order to take full advantage of closer relations with the EU and the prospect of improved access to its market, neighbouring countries’ transport systems must be able to handle increased transport flows.

Many of these farmers ask that the Minister of Transport conduct a review of the grain handling and transportation system and whether efficiencies of the grain transportation system are being shared by shippers and railroad companies before moving to a deregulated system.
