In listening to all of the answers to the questions here, if a department had made a decision to go through the process of producing a regulation and had the agreement or direction of the minister to do so, it is quite possible that, no matter how much consultation took place, no matter how devastating the cost-and-benefit analysis, in the end, because there is no gatekeeper, a political decision could be made to implement that regulation, no matter what appeared in those analyses.
