The Commission must take all necessary measures, where appropriate in cooperation with ETSI, to promote a common and open standard for the provision of compatible UMTS services throughout Europe, in accordance with market requirements, taking into account the need to present a common standard to the ITU (International Telecommunication Union) as an option for the worldwide ITU IMT 2000 recommendation ("International Mobile Telecommunications-2000", i.e. the ITU's third-generation mobile system concept) (Article 6).
La Commission prend toutes les mesures nécessaires, le cas échéant en coopération avec l'ETSI, pour promouvoir une norme commune et ouverte pour la fourniture de services UMTS compatibles dans l'ensemble de l'Europe, conformément aux exigences du marché, compte tenu de la nécessité de présenter à l'UIT (Union internationale de télécommunications) une norme commune constituant un choix possible pour la recommandation internationale IMT 2000 (sous cet acronyme, qui veut dire "International Mobile Telecommunications-2000", on désigne le concept de système mobile de troisième génération, qui a été élaboré par l'UIT) (art. 6).
