The holding of such ancillary liquid assets may be justified, inter alia, in order to cover current or exceptional payments; in the case of sales, for the time necessary to reinvest in transferable securities, money market instruments or in other financial assets provided for in this Directive; or for a period of time strictly necessary when, because of unfavourable market conditions, the investment in transferable securities, money market instruments and in other financial assets is suspended.

In Spain, in the case of a mortis causa or inter vivos transfer of an individual business, a professional business or of shareholdings, a 95% reduction of the value of the taxable amount may be applied in certain cases, provided that the holding is maintained for ten years and the beneficiary is entitled to an exemption from Estate Tax during the same period (the latter applies only in the event of inter vivos transfers).

Although the Structural Fund Regulation requires commitments to be programmed in seven, normally equal, annual instalments, the Financial Regulation and the inter-institutional agreement allow for the appropriations for the 2000 budget year to be transferred to the 2001 budget year or, alternatively, for the 2000 instalment to be reprogrammed over the 2002-06 budget years in the event of delays in the adoption of the programmes, in particular if negotiations overran the five-month period allowed by Regulation (EC) No 1260/1999.

11. Considers it necessary, likewise, for provision to be made for production rights to be transferred from one producers' group to another within the same marketing period provided there is no change as regards the group of varieties; and also for the existing right to transfer production quotas from one marketing period to another to operate both backwards and forwards in time;
