Calls on the Member States to encourage non-contracting states to join the 1993 Hague Convention, which would guarantee that all children benefit from the same standards and would help to avoid a parallel system with fewer safeguards; calls on the Member States to avoid heavy bureaucracy in processing the recognition of international adoptions already recognised in another Member State.

1. Calls on the competent committee to explore the way in which international adoption is implemented as between Member States at European level, in accordance with the international conventions, notably the Convention on the Protection of Children and Cooperation in Respect of Inter-Country Adoption , with the view to improving assistance in information services, preparation for inter-country adoption, processing of application procedures for international adoption, and post-adoption services, bearing in mind that all international conventions relating to the protection of the rights of the child recognises the right of orphaned or aban ...[+++]doned children to have a family;

1. Calls on exploring the possibility of coordinating at European level the politics and strategies related to the instrument of the international adoption, in accordance with the UN Convention on the Rights of the Child, the Hague Convention on inter-country adoption and other international standards, to improve assistance in information services, preparation for inter-country adoption, processing of application procedures for international adoption, and post-adoption services, bearing in mind that all international conventions relating to the protection of the rights of the child recognizes the right of orphaned or abandoned children t ...[+++]o have a family and be protected;

3. Considers that priority should be given, whenever possible and in the child's best interests, to adoption in the child's country of origin, with possible alternatives being a family-care solution, such as foster or residential care, or finding a family through international adoption, in accordance with relevant national legislation and international conventions, and that placement in an institution should be used only as a temporary solution;
