. For Joint Committee decisions concerning
matters that fall within Member States’ competence, the position to be taken by the European Union and its Member States shall be adopted by the Council, acting by unanimity, on a proposal from the Commission or from Member States, unless a Member State has informed the General Secretariat of the Council within 1 month of the adoption of that p
osition that it can only consent to the decision to be taken by the Joint

4. Pour les décisions du comité mixte relatives aux questions relevant de la compétence des États membres, la position à adopter par l’Union européenne et ses États membres est arrêtée par le Conseil, statuant à l’unanimité, sur proposition de la Commission ou d’États membres, sauf si un État membre a informé le secrétariat général du Conseil, dans un délai d’un mois à compter de l’adoption de cette position, qu’il ne peut consentir à l’adoption de la décision par le comité mixte qu’avec l’accord de ses organes législatifs.
