This very high cost can be explained by a number of factors such as the historically low efficiency of the Italian postal operator, the reduced number of postal items per capita sent in Italy relative to the size of the network, and especially the very heavy burden imposed by the preferential tariff for the press and non-profit publications (which on its own represents between 1/3 and half of the total amount of net extra costs).
Ces coûts très élevés peuvent s'expliquer par plusieurs facteurs, notamment la faible efficience qui a toujours caractérisé l'opérateur postal italien, le nombre réduit d'articles postaux par habitant envoyés en Italie par rapport à la taille du réseau et, tout particulièrement, la charge très lourde imposée par le tarif préférentiel consenti pour les journaux, magazines et publications à but non lucratif (qui représente, à lui seul, entre le tiers et la moitié du montant total des coûts supplémentaires nets).
