the operation of a main line or a segment thereof is required in the public interest, the Agency shall consider all matters that in its opinion are relevant to the public interest, including, without limiting the generality of the foregoing (a) the actual losses, if any, that have been incurred by the railway company in the operation of the main
line or segment; (b) the alternative transportation facilities available or likely to be available in the area served by the main
line or segment, including those proposed to be made available by the ap
