The new booklet, when it is ready for production, will have several security features, one of which will be that the picture will be actually impregnated in the paper and it will not be under the plastic laminate with which you are familiar, which makes the document much more difficult to tamper with, but not 100% tamper-proof—no bureaucrat would tell you that they finally figured out 100%.
