To efficiently promote entrepreneurship in Europe, further European, national and regional public sector actions should be focused on three areas of SME finance: improving the framework conditions; focusing on early-stage financing, in particular loan guarantees and microlending; and increasing equity in SME balance sheets.
Afin de promouvoir efficacement l'esprit d'entreprise en Europe, les nouvelles actions des pouvoirs publics aux niveaux européen, national et régional devraient se concentrer sur trois aspects du financement des PME: amélioration des conditions-cadres; concentration sur le financement à un stade précoce, notamment sur les garanties de prêts et le microcrédit; et augmentation des fonds propres dans le bilan des PME.
