It is responsible for generating the capacity to plan and run an autonomous EU military operation, and maintains the capacity within EUMS rapidly to set up an operations centre for a specific operation, in particular where a joint civil/military response is required and where no national HQ is identified, once a decision on such an operation has been taken by the Council, upon the advice of the EUMC.
Il est chargé de fournir les capacités nécessaires à la planification et à la conduite d'une opération militaire autonome de l'UE et maintient, en son sein, les moyens requis pour la mise en place rapide d'un centre d'opérations en vue d'une opération donnée, en particulier si une réaction civilo-militaire conjointe s'impose et si aucun état-major national n'est désigné, dès lors que la décision de mener une telle opération a été prise par le Conseil, sur avis du CMUE.
