While this approach does have its advantages, in that multiple definitions of terrorism allow the definitions to be tailored to the requirements of the subject matter, such advantages, in our view, are outweighed by the fact that multiple definitions come with a level of confusion about which definition applies and how it is interpreted in accordance with the Charter.
