Il a souligné l'importance de la nouvelle stratégie communautaire dans le domaine de la santé publique, qui s'appuie sur les actions concernant des facteurs déterminants spécifiques menées dans le cadre des programmes existants, en particulier en ce qui concerne le tabac, l'alimentation et l'alcool. Il a également souligné qu'il importait non seulement d'assurer la continuité avec les actions déjà entreprises, mais également de poursuivre les travaux sur ces questions d'une manière parfaitement cohérente et systématique.
