me to aim for a new style of constitutional treaty that will help the citizen identify more with European integration; popular fears about creeping
loss of sovereignty need to be addressed by entrenching the principles, objectives and share-out of competencies, including the Charter of Fundamental Rights, in a Basic Law; the procedure for amending the policy chapters of the present treaties must be lightened, so
