The purpose of the Directive is to repeal Directive 92/38/EEC in the light of market developments and recent technical advances; Directive 92/38/EEC provided for the switch from the current PAL and SECAM television systems to HDTV using the D2-MAC and HD-MAC transmission systems applicable to satellite and cable broadcasting.

3 These are designed to record and replay visual material on a magnetic tape housed in a cassette ; they can be used to record both black-and-white and colour television programmes, provided that these are transmitted by the PAL or SECAM systems.
