The second part is that minister will be given various powers, a spectrum of tools, from declaring a cool-off period, to appointing a mediator, to applying whatever limitations the minister feels appropriate in terms of the exercising of the right to strike or lock out, all the way to final-offer arbitration as one possible tool.
