On the other hand, while it believed that the dangers of cannabis (particularly those involving operation of a motor vehicle, poly‑drug use, long-term mental deterioration and disorder, and criminality) were exaggerated, the Commission recognized that cannabis, like all other drugs, can have particularly harmful effects when it is used along with other drugs and that its use by adolescents could have a harmful effect on their maturation.
Par contre, même si elle croyait que les dangers du cannabis étaient exagérés notamment en ce qui concerne la conduite d’un véhicule automobile, la polytoxicomanie, l’activité cérébrale à long terme et la criminalité, elle a tout de même reconnu que le cannabis, comme toutes les autres drogues, peut avoir des effets particulièrement nocifs lorsqu’il est consommé avec d’autres drogues et qu’il pouvait nuire au processus de développement des adolescents.
