Clause 58 of Bill C-3 amends the definition of “oil handling facility” contained in section 2 (Interpretation) of the CSA, 2001 to add oil handling facilities that will load or unload petroleum in any form to or from vessels.

L’article 58 du projet de loi C-3 modifie la définition d’« installation de manutention d’hydrocarbures », à la partie 2 (Définitions et Interprétation) de la LMMC 2001 afin d’y ajouter les installations de manutention d’hydrocarbures où s’effectueront des opérations de chargement ou de déchargement de pétrole sous toutes ses formes sur un bâtiment ou à partir de celui-ci.

It is my understanding that currently in this country, one of the petroleum products being discussed for piping and potential tanker shipping from the west coast, and potentially also from the east coast, is raw bitumen, yet when we look at clause 58 in part 5 on the Canada Shipping Act, “oil handling facility” does not include the loading or unloading of bitumen.

D'après ce que je comprends, à l'heure actuelle, dans notre pays, un des produits pétroliers qu'on parle d'acheminer par oléoduc ou pétrolier à partir de la côte Ouest et, peut-être aussi, de la côte Est, est le bitume brut. Or, lorsque nous regardons l'article 58 à la partie 5, qui porte sur la Loi sur la marine marchande du Canada, la définition d'installation de manutention d'hydrocarbures ne mentionne pas le chargement et le déchargement de bitume.
