(14) In order to ensure that targets reflect the particularities of small and niche manufacturers and are consistent with the manufacturer’s reduction potential, alternative emission reduction targets should be set for such manufacturers taking into account the technological potential of a given manufacturer’s vehicles to reduce their specific emissions of CO2 and the average level of CO2 emissions from the light commercial vehicles of all manufacturers and consistently with the characteri
stics of the market segments concerned. This derogation should be covered by the review of the specific emission targets in Annex I, to be completed by

(14) Afin de faire en sorte que les objectifs fixés reflètent les particularités des petits constructeurs et des constructeurs spécialisés et soient compatibles avec leur potentiel de réduction des émissions, il convient de définir d'autres objectifs de réduction des émissions pour ces constructeurs, en tenant compte des potentialités techniques des véhicules d'un constructeur donné en termes de réduction des émissions spécifiques de CO2 et de la moyenne des émissions de CO2 des véhicules utilitaires légers de tous les constructeurs, ainsi que des caractéristiques des segments du marché concernés.
