In this new strategic environment the European Community has a special role to play, as a model of integration, as a pole of attraction for other European States, as the chief provider of aid to the East and the South; in short as an anchor of stability for the entire continent.
Dans ce nouvel environnement stratégique, la Communauté a un rôle particulier à jouer comme modèle d'intégration, comme pôle d'attraction des autres Etats européens et comme principal pourvoyeur d'aide aux pays de l'Est et du Sud; en bref, comme point d'ancrage pour assurer la stabilité de tout le continent.
