5. In the period leading up to the definitive adoption of that Regulation, the Community and its Member States agree on the following: (i) Measures to be carried out under the EPRD will be mainly in the following fields: education and training, health, urban and rural development, support for the private sector, in particular SMEs, and for regional integration, strengthening of institutions (including support for the public service)
and organisation of local communities, democratisation and defence of human rights (ii) The procedures for implementing the EPRD will be as follows; dialogue with th
e new government on ...[+++]sectoral and geographical priorities, in the framework of a structured approach to development; maintenance of diversified cooperation coordinated by the South African government, also involving provincial and local public administrations and agencies, NGOs and local communities, international organizations, institutes and private operators, and calls for local contributions and co-financing to implement measures; simplification and gradual alignment of procedures for allocating resources and implementing the EPRD on those of other European Union development programmes (iii) The Commission will in the meantime continue to submit its financing proposals to the Group of Experts from the Member States responsible for implementing the Community's Special Programme for South Africa.5. ...[+++]ouvernement sur les priorités sectorielles et géographiques, dans le cadre d'une approche structurée du développement ; maintien d'une coopération diversifiée coordonnée par le Gouvernement sud africain, impliquant également les administrations et agences publiques provinciales et locales, les ONG et les communautés locales, les organisations internationales, les instituts et les opérateurs privés et recherche de contributions locales et de co-financements pour la mise en oeuvre des actions ; simplification et alignement progressif des procédures d'allocation des ressources et de mise en oeuvre du PERD sur celles des autres programmes de développement de l'Union. iii) La Commission continuera dans l'intervalle à présenter ses propositions de financement au Groupe d'experts des Etats membres chargé de la mise en oeuvre du Programme Spécial de la Communauté à l'égard de l'Afrique du Sud.
