It should be pointed out in this connection that the definition of BSE-free places of origin according to IOE standards should relate not only to third countries but must also be applied in the EU, in order to take the regionally differing risk potential into account.

The requirements on a Member State, third country or region will depend on its classification. A provisional classification on the basis of the recommendations of the OIE Code Chapter on BSE, adopted with the support of almost all Member States in May 1999, is proposed.
