Certainly at the practical level, in book publishing today there's far less room for Canadian-owned companies to allow Canadian writers to reach the Canadian public than was the case when the foreign-owned companies were pretty well ignoring Canadian writers in order to distribute their foreign books here.

The only problem with that is the number of books that Canadian writers and publishers are producing and putting into the libraries continues to grow, but the funding for the program has been capped, which has meant a steady and sharp decrease in the receipts for writers who receive the benefit of the public lending right program.
