Meeting these two challenges requires the same policies, i.e.: - making the Community more competitive and dynamic; - implementing policies aimed at improving the functioning of the labour market; - creating the conditions for an increase in the productive capacity of the economy; and - maintaining a stable macroeconomic framework, in particular through the reabsorption of the high budget deficits inherited from the recession and the insufficient adjustment of structural deficits of the second half of the 1980s.
Pour relever ces deux défis, les mêmes mesures s'imposent, à savoir: - rendre la Communauté plus compétitive et plus dynamique, - mettre en oeuvre des actions destinées à améliorer le fonctionnement du marché de l'emploi, - créer les conditions d'un accroissement de la capacité de production de l'économie, et - maintenir un cadre macro-économique stable, notamment en résorbant les importants déficits budgétaires hérités de la récession et en rattrapant le manque d'ajustement des déficits structurels de la seconde moitié des années 1980.
