In a ruling by Speaker Milliken on April 27, 2010, at page 2041 of Debates, reference was made to a letter from an assistant deputy minister from the Department of Justice to the law clerk and parliamentary counsel dated December 9, 2009, concerning the obligation to submit documents to parliamentary committees, which stated in part that “government officials.are agents of the executive”.
