When it comes to recovering tax that has been overpaid, the refund process can often be slow and cumbersome for the taxpayer.

Therefore the Commission should receive on a regular basis the relevant information not only on imports and exports of products for which refunds have been fixed, in accordance with Article 32 and 33 of Regulation (EC) No 318/2006 but also on imports and exports of products exported without refund, with or without a licence in free circulation on the Community market as well as those covered by inward processing arrangements.

The Directive aims to simplify the VAT refund process and to reduce administrative burdens, by introducing an electronic procedure allowing the taxpayer to submit a single refund request in his Member State of establishment.
