As regards the obligations that the institution assumed by adopting the Guide to Obligations, the fact that the Parliament did not indicate, in the contested measure, the possibility of bringing judicial proceedings is undoubtedly likely to constitute a breach of the obligations imposed by the Guide (see by analogy the order in Case T‑218/01 Laboratoire Monique Rémy v Commission [2002] ECR II‑2139, paragraph 25).
S’agissant des obligations que l’institution s’est imposées en adoptant le guide des obligations, le fait de ne pas avoir indiqué dans la décision attaquée la possibilité de former un recours juridictionnel est, certes, susceptible de constituer une violation des obligations imposées par ledit guide (voir, par analogie, ordonnance du Tribunal du 21 mars 2002, Laboratoire Monique Rémy/Commission, T‑218/01, Rec. p. II‑2139, point 25).
