In view of these developments, in July 2000 the Commission submitted an amended proposal, which took over the amendments tabled by the European Parliament to the original proposal. It also provided, by way of the comitology procedure, for account to be taken of future adjustments to the technical requirements in the light of technical progress and of the work of other international organisations, particularly the Central Commission for the Navigation of the Rhine (CCNR).
Compte tenu de cette nouvelle situation, la Commission a présenté, en juillet 2002, une proposition modifiée, qui reprenait les amendements du Parlement européen à la proposition initiale, et qui prévoyait le recours à la comitologie pour les adaptations futures des prescriptions techniques, sur la base tant du progrès technique que des travaux d'autres organisations internationales, comme en particulier la Commission centrale pour la navigation du Rhin (CCNR).
