I think the fiscal imbalance really started then, when you had the federal government arbitrarily cut health and education in the transfers to the tune of $6.2 billion, scrap the Canada Assistance Plan, and then start playing with EI. In all of those areas where there was significant increase in demand, the federal government had off-loaded a heck of a lot of responsibility onto provinces.
