C. whereas the transformation of the Code of Conduct into a Common Position would mark a further step in the development of the Code, requiring Member States to align their national legislation with the standards set out in the Code; whereas, however, this is being jeopardised by some EU Member States irresponsibly linking the transformation of the Code into a Common Position with their bilateral interests in lifting the embargo on exports of arms to China,
C. considérant que la transformation du Code de conduite en position commune marquerait une nouvelle étape vers le développement du Code et inciterait les États membres à aligner leur législation nationale sur les normes énoncées par ce Code; considérant toutefois que cet objectif est contrecarré par la politique de certains États membres de l'UE qui lient, de façon irresponsable, la transformation du Code de conduite en position commune à leurs intérêts bilatéraux en levant l'embargo sur les exportations d'armements vers la Chine,
