Finally, APPA Biocarburantes argued that, even when the costs of biofuels were compared with the pre-tax price of fossil fuels at the pump, the two one-off situations of potential overcompensation were purely temporary and were caused by the very nature of the tax aid scheme for biofuels (with absolute quantities set ex ante and evaluations carried out ex post) and the highly volatile prices of the agricultural raw materials (the main component of biofuel production costs).
